- New Mexico resident who graduated from a New Mexico high school (or earned an HSE or home school certificate) and enrolls full time (15 credits at a four-year, 12 at a community college) at a New Mexico public college within 16 months; achieve and maintain a 2.5 college GPA.

- Merit requirement is based on college GPA, not high school GPA. Only usable at New Mexico public institutions.
